Constitution of Polcompball

All legislative power shall be vested in the Staff Council of Polcompball, to be composed of a number of Discord Moderators and Administrators.

Chapter I: The Staff Council[edit source]

The Moderators on the Staff Council shall be elected by the users of Polcompball-icon.png Polcompball for a term of 3 months. No user who has been a member of the Polcompball for less than 30 days shall be permitted to vote.

The Administrators on the Staff Council shall be appointed or dismissed by the Directors through whatever process they deem appropriate, or is prescribed by community by-laws Elections are to be organised and managed by a non-partisan and independent electoral commission.

Section 3[edit source]

The Staff Council shall have the power to pass proposals concerning the course of action in the event of a casual vacancy.

The Staff Council shall have the power to determine how many members it shall have, and the manner in which they shall be elected, to the extent that is allowed by this constitution.

The Staff Council shall have the power to expel members who commit serious violations of the rules or who fail to adequately carry out their duties.

Section 4[edit source]

Any staff council member may bring proposals to the staff council for consideration.

Any proposal brought before the staff council automatically becomes a community by-law upon ratification by an absolute majority of staff council.

The voting period for any given proposal shall have a limited period. Should a proposal have not reached an absolute majority upon the conclusion of that period, the plurality of the result upon conclusion shall be taken.

In the event of a tie, the Head Owner shall break the tie.

Section 5[edit source]

Any powers not mentioned in this constitution shall default to the Staff Council.

Chapter II: The Board of Directors[edit source]

Section 6[edit source]

Executive power shall be vested in the Board of Directors of Polcompball, to be composed of up to ten Directors.

Section 7[edit source]

One of the members of the Board of Directors shall be the Head Owner. The Head Owner shall be the head of the Board of Directors.

The Head Owner shall be chosen by an election of the members of the whole of the Polcompball community.

The gap between Head Owner elections shall not exceed twelve months.

Only members of the Board of Directors shall be permitted to be candidates in Head Owner Elections.

Section 8[edit source]

New members of the Board of Directors must be approved by a majority of existing members, including the Head Owner, and by a majority vote of the Staff Council.

Only users who hold another official position in Polcompball and who pass an assessment of qualification are permitted to become Directors.

Members of the Board of Directors may be removed by a majority vote of the remaining members of the Board of Directors, including the Head Owner.

Section 9[edit source]

The Head Owner is the sole legitimate leader of the entire Polcompball community.

Section 10[edit source]

The Head Owner shall have the power to veto the result of legislation which passes or fails by plurality rather than absolute majority.

Section 11[edit source]

The Board of Directors shall be responsible for the management of the everyday functions of the Polcompball Discord server.

Members of the Board of Directors may appoint other users in order to assist with part of their duties.

Such people shall not have any decision making power on the Board.

Section 12[edit source]

Members of the Board of Directors shall have the power to make proposals to the Staff Council and to vote on all Staff Council proposals.

Section 13[edit source]

The Board of Directors shall be responsible for hearing ban appeals and resolving disputes between members of the Staff Council.

Chapter III: External Relations[edit source]

Section 14[edit source]

Any community which identifies itself as being part of the Polcompball Community, while operating independently of it, may be recognised as a Polcompball Splinter.

Section 15[edit source]

The Board of Directors shall have the power to make by-laws concerning splinters.

Section 16[edit source]

The Board of Directors shall have the power to define relationships with communities, or sections of communities, outside of Polcompball.

Section 17[edit source]

The Board of Directors shall have the power to negotiate agreements with communities outside of Polcompball.

Chapter IV: The Subreddit[edit source]

Section 18[edit source]

The Polcompball Subreddit is acknowledged to be a unique and distinct community within the wider Polcompball community.

Section 19[edit source]

By-laws passed by the Staff Council do not automatically apply to the Subreddit.

Section 20[edit source]

The Polcompball Subreddit shall be led by a Subreddit Owner.

Should the position of Subreddit Owner become vacant, the next highest ranking member of the Subreddit shall succeed to the position.

The owner of the Polcompball Subreddit shall be entitled to a permanent seat on the Board of Directors.

Section 21[edit source]

The Subreddit Owner shall have the power to define the rules of the subreddit.

The Subreddit Owner shall have the power to appoint moderators to the Polcompball Subreddit to assist with enforcement of these rules.

Chapter V: The Wiki[edit source]

Section 22[edit source]

The Wiki shall be governed by the Wiki Bureaucrats, who are to be appointed by the Staff council after careful consideration of effectiveness, trustworthiness, and qualification. Wiki Bureaucrats may only be removed by a majority vote of other wiki bureaucrats, or through forced demotion by a higher authority from among the entity which hosts the wiki.

Section 23[edit source]

Wiki Bureaucrats shall be responsible for the maintenance of the wiki and for the improvement of its backend systems.

Section 24[edit source]

The content of the wiki shall be managed by the Ideology Council, members of whom are to be appointed by the staff council based on an assessment of qualification.

Section 25[edit source]

The Ideology Council shall decide together how the wiki shall be organised, to determine rules and guidelines, and to determine what content is allowed and disallowed.

The Ideology Council may appoint content moderators to assist with carrying out decisions.

Section 26[edit source]

Members of the Ideology Council shall be entitled to Admin status on the wiki.

Chapter VI: Bill of Rights[edit source]

Section 27[edit source]

The right to vote for a user of polcompball shall not be denied or abridged by the staff council or any other polcompball institution on account of age, political belief, personal relationships, personal character, or affiliation with any organisation.

Section 28[edit source]

The Polcompball shall have the right to a direct, free, fair and democratic say in the selection of members of the staff council.

Section 29[edit source]

No user of Polcompball may discriminate against another user on account of race, religion, ethnicity, national origin, sexual orientation, or gender identity.

Section 30[edit source]

The right to appeal by any user of polcompball against any punitive action taken by staff shall not be infringed or prohibited by any user of Polcompball, and all users are entitled to receive a fair and impartial judgement.

Section 31[edit source]

No article in this constitution may be applied or interpreted in such a way that infringes on the rights of an individual or group prescribed by this constitution.

Chapter VII: Changing the Constitution[edit source]

Section 32[edit source]

Any proposed alteration to the Constitution must be ratified by a majority vote of both the Staff Council and Board of Directors.

Section 33[edit source]

After a proposed alteration has been initiated by the process defined in the previous section, Any proposed alteration must be approved by a majority vote in a referendum voted in by the users of Polcompball-icon.png Polcompball.
